            <content:encoded><![CDATA[ <p>We had our regularly scheduled Commissioners’ meeting last week on the 4th. The meeting opened promptly at 5:30pm and after our prayer and the pledges the minutes from the previous meeting were approved as were the bills approved for payment. We then received reports from department heads, after which the Commission approved the renewal of employee medical insurance with TML Blue Cross Blue Shield for the The Commission then reviewed the EDC Director application of Shanda Morrison and approved her hiring. She began work this week. Items 8 and 9 were then not addressed due to not having any estimates for the work that would need to be done to move the EDC EDC believes it would be to to relocate back to City Hall. But it may not be cost effective for the City, and we will not know until estimates are received from contractors. The 2026-2027 budget was then discussed, amended and approved. The mayor then discussed the enforcement of the city’s’ property ordinance and that citations were already being issued and that he will spend one day a week doing inspections and sending the list and pictures to Tacy to be delivered to the City Judge. They also discussed properties that may need to be condemned this year. The Commission then adjourned.</p><p>If all goes well, the City Pool will open June 15th. The hours of operation will be from noon until 5pm Monday through Saturday and close on Sunday. I’m sure you will see more about the pool posted various places online.</p><p>The mayor submitted several properties last week to the Judge requesting that citations be issued for violations of City Ordinance 09-21-25. Unfortunately, he can only do so many each week. If you have property next door to your property or around town out of compliance, anyone may submit a complaint at then go to the judge. I have also requested the Sheriff Department check the ownership of vehicles that appear to be abandoned in the city limits or that violate our property ordinance. We intend to have these vehicles impounded and towed. Please check the ordinance on the City Website to see if you are in violation. I remind everyone that City Ordinance 202107-01 pertains to real property conditions (also the number of unlicensed/ unregistered vehicles that may be kept on a property) and City Ordinance 0921-2025 that regulates the keeping of animals/ pets within the city limits. These ordinances may be found on the City website: https:thecityofgorman.com. We will also be looking at properties that appear to be no longer livable and need to be condemned. If you own vacant property in such condition, it is time to renovate it or remove it. There are several properties that appear to be abandoned, and or, extremely rundown that we are already considering condemnation, mobile homes and regular houses. If we are going to grow, we need decent places for people to live and nice lots where they may build or place a manufactured home. We need decent buildings where new businesses may begin. We don’t need downtown storage buildings that do nothing to attract people to our town to live or visit. Gorman is a great place to live that has great businesses that provide jobs locally as well as being centrally located for an easy commute to jobs elsewhere. We have Great potential!</p><p>Thank you to all our citizens that take good care of their property! It is you that will help make our town a beautiful place to live and raise a family. Making is important! We are constantly looking for and applying for grants to make improvements in our town. We are currently applying for a very large grant to replace all remaining old water and sewer lines. We are also looking at ways to improve our streets. It may be one block at a time, but we must begin somewhere.</p><p>The Highway Six project should be completed this year, and it will be so nice when it is. Just think, we will have a center turn lane all the way through town which will make turning much safer than it has ever been. I know it has been a mess, but they are almost done. Be patient! Remember whenever you have an emergency, you need to call 911 and Dispatch will contact the or dispatch another. The non-emergency number for dispatch is 734-2730. We have 24/7 protection! The respond to calls regarding stray farm animals around the outskirts of Gorman. They are probably more equipped to handle the situation than FaceBook. For in town animal issues, we do have a licensed staff now and you may call an issue.</p><p>My only desire as Mayor is to see our town improve and for Gorman to be a desirable place for us and new folks to live. This is your town, and our commissioners and I are here for you. Thank you for allowing us to serve Gorman!</p><p>David K. Perry Mayor GEDC May 2026 REPORT</p><p>The EDC received $12,133.50 in sales tax in May. This amount was split in half, $6,066.75 and deposited in 4A and 4B accounts.</p><p>1. We interviewed Shanda Morrison for the director’s position and will be seeking the city commissioners’ approval to offer her the position to begin on Monday, 6/8/26&nbsp;</p><p>2. Awarded $1,000 in scholarships to GISD seniors (Dalila Crain, Rebel McMorris and Edgar Gutierrez)&nbsp;</p><p>3. Graduating Senior dinner was a success. All 19 seniors were able to attend.</p><p>4.             <content:encoded><![CDATA[ <p><strong>But Say County Power is Limited</strong></p><p>By Linda Spetter The Eastland County Commissioners at their regular meeting Monday, June 8, accepted a petition with more than 250 signatures from county residents opposed to solar farms. Although solar farms were the main item on the agenda, the issue data centers and transmission towers in comwho spoke in front of the commissioners’ court.</p><p>The commissioners listened to the speakers and sympathized but said in reality, little can be done on the county level to stop solar farms or any high-tech establishments due to lack of jurisdiction, eminent domain, state law, and the threat of lawsuits.</p><p>However, the commissioners agreed to write a resolution which they will present at the next commissioners meeting to show their support for the petitioners who plan to take the resolution and their petition to Texas State Representative David Spiller.</p><p>Ron Lasater of Carspeak. “These data centers, from what I’ve read and heard, use 3 to 5 million gallons of water a day. . . and property values are also a big concern.”</p><p>County Judge David Hullum responded that “data centers were not on the agenda, so we can’t really address that, but your point is well made. Thank you.”</p><p>Pam Griggs of Carbon expressed her concerns to the court about a proposal by Oncor to run transmission towers through the Carbon area.</p><p>“Again, transmission lines were not on the agenda,” Judge Hullum said, “so I have to be restrictive on what I say. The county has no land use authority. Period.” He gave the example of Hill County, which was forced to retract a moratorium on data centers after the county was sued for $500 million in damages by developers. By law, Hill County did not have legal authority to declare a moratorium.</p><p>“I applaud you guys for doing what you’re doing,” Judge Hullum said. “But you need to start at the federal level.”</p><p>Later in the meeting, it was explained that cities have zoning authority, but counties do not have the legal power to stop development.</p><p>Nancy Wilson of Eastland and Carbon was the third speaker, who criticized the damage that solar farms can do to ground water. She suggested the county should make stipulations “hard enough” that solar developers would leave Eastland County and go elsewhere. She also recommended that the county do some research on geothermal energy, which she believes is “way more effective” than solar farms.</p><p>Judge Hullum responded that he would what those stipulations are, “but they have to have a legal mechanism for us to do anything. We’re not a municipality, we’re a county, so we have very limited ordinance-making authority.”</p><p>He added that it is easy to make stipulations, “but what’s your authority for enforcing it? Because at the end of the day, again, the Hill County moratorium. There was no mechanism for them to enforce it. They passed it, but there was no mechanism to enforce it, and that’s what got them jammed up. And incidentally, the county judge and three of the commissioners were sued individually on top of that. I don’t feel like doing that.”</p><p>The fourth speaker was Stephanie Alexan- der of Eastland. Among other comments, she asked what will happen to small businesses in Eastland, when their workers will opt for jobs for $30 to $35 per hour to run a water truck to spray the ground at the solar farms. “What will our small businesses do?” She also mentioned that all the construction workers coming in are pushing rents and property taxes up.</p><p><i><strong>Commissioners Sympathize</strong></i></p><p>“I worry about where we’re headed as a county as this stuff comes in, and I understand your power is limited,” Alexander said. “You’re telling me I need to go to the federal level to ask for stuff like that. And I agree with you. And the state, right. I agree with you, but I also think you have to have y’all’s faces as our representatives in our county to come with us. I don’t think that we can get it in front of those people without y’all’s support.”</p><p>Judge Hullum said he had emailed senators, congressmen, everyone on the Public Utilities Commission, the governor, telling them “how much we opposed the transmission lines. I don’t disagree with what you were saying, moving forward. But again, nobody got too concerned that the commissioners of Eastland passed a resolution opposing Oncor transmission.”</p><p>Commissioner Robert Rains of Precinct 4 said, “You need to go back and look who voted for that transmission line because that was done in Austin. That was not done here locally. That wasn’t even done with Oncor. That was done in Austin to put in transmission lines. And all 31 senators voted for it.”</p><p>The final speaker was got notification from one Melissa Bilby, whose family has a farm on County Road 154. She lives in Wyoming. “We just invested to come back here to retire, and once we completed our project, we of our neighbors that this was happening around our farm.”</p><p>“Obviously things were happening before we started construction and put our retirement money into a home return because I was raised here. And so now we were also bringing a reclamation company with us because we wanted to actually retire here and be part of the quiet farm life in the small town. And what I’ve done since then and found this out was pretty devastating for us.”</p><p>She thanked Commissioner Rains for helping to answer questions. “I’ve been told we can’t stop it. Okay, well, that’s not a good answer for me. . . I agree, we do have to take this higher, and I’m willing to do that. David Spiller (Texas State Representative for the 68th District) is probably my next contact.”</p><p>Bilby continued, “Who is taking care of the neighboring farms and the people that actually, that’s their way of life. That’s their income. You know, that’s what I know that’s not being considered in any of this.”</p><p>“We would like to see your support with our community to say, this is not okay, because obviously people are saying, it’s not okay. And I’m not saying I’m against solar. There’s ways to do it, but just don’t tear up our farmland and our way of life.” She then presented her petition with hundreds of signatures to the commissioners. She said if she had known about the solar farms, “we wouldn’t have invested my retirement in building a home out there.”</p><p>Judge Hullum responded, “Thank you, guys. I appreciate you being here and I hope one thing that you that you leave here with is that we are as frustrated as you are. And we’re doing everything we can. And we will continue to do everything we can. It’s just, we just don’t have that many options available . . . We’ll do the resolution of support because we do support you guys.”</p> ]]></content:encoded>

            <content:encoded><![CDATA[ <p>Eastland Tea Party Patriots welcome Stephanie Alexander and Melissa Bilby to speak on solar farms at our June 11, 2026, meeting. These two ladies have been standing against solar farms coming to Eastland County. Melissa and her husband of 34 years own a family farm passed down through generations in Texas and have crops and cattle.</p><p>Stephanie and Melissa believe rural America is being targeted because rural areas are financially weaker; land values are lower; and they think rural areas have less education and it is easier to get contracts on our land. There are options for solar farms like parking garages, big commercial buildings like Amazon or Walmart but they choose rural America because it is cheaper. As a person living in Texas, where the sun beats down us, especially in the summer, I would love to park in the shade so put solar farms over our concrete or asphalt parking lots don’t block the sun from my land where I might have crops or livestock. Places that have solar farms do not get lower utility rates, so explain to me why I should allow a solar farm on my land.</p><p>Solar farms can change your property from agricultural to commercial which in turn can change your property tax to a more expensive bracket. Can contracts for solar farms be sold to another company? Who is responsible for infrastructure and damage. I heard when a tornado hit Indiana or Iowa last year, a solar farm was part of the damage. That community was asking who is responsible for cleaning up the solar farm and the shards of glass everywhere.</p><p>How does a solar farm affect the future of Eastland County? How will it affect community businesses? How will community leaders protect our local businesses? How will local salaries be affected and the local economy?</p><p>Please join us on Thursday, June 11th, at 6:30 PM in the Big Dam room at the Myrtle Wilks Community Center, 1498 IH-20 W, Cisco, Texas. Doors open at 6 PM. The deadline for submitting entries is midnight (Central Time) on July 31, 2026. Anyone, anywhere may enter. You do not have to be a Cisco Writers Club member. (You must be 15 years or younger, born on or after August 1, 2010, to enter the Adventures in Writing category.)</p><p>Cisco Writers Club awards cash prizes of $100, $50, $10, and $5 respectively for judges’ determinations of first, second, third, and honorable mention. Additionally, the David Autry Sweepstakes Award is $250; ten other special awards are $50 each. There are noncash prizes only for the Adventures in Writing category which is only for young writers 15 and under. Washed down with tea donated by Dairy Queen in Cisco and then our drawing for gift baskets put together by Wild Flower Florist in Cisco.</p><p>Join us from 6:00 to 7:00 p.m. at The Holy Rosary Catholic Church Hall, on the corner of 11th &amp; F. Because of a kind donation from <strong>Cisco Strong, </strong>this coming year’s meals will be thanks to their generosity.</p><p>The meal is a food ministry project, run by parishioners of the Holy Rosary Catholic Church. It’s a home cooked meal and anyone from any community is invited for food and fellowship. We encourage families and individuals to attend. So, bring friends, strangers and of course, yourself. We know our guests come for the cooking, but they stay for socializing and drawing.             <content:encoded><![CDATA[ <figure class="image image-style-align-left"><img src="https://static2.eastlandcountytoday.com/data/wysiwig/06-09-2026-et-zip/Ar00702017.jpg" alt=""></figure><p>Virginia Nelson Skaggs December 5, 1935  May 31, 2026 Virginia Nelson Skaggs, a no-nonsense woman with a wicked sense of humor, passed away on May 31, 2026. Born to Henry Paul and Altha Nelson in Edmond, Oklahoma, Virginia was raised in Oklahoma and Kansas and graduated from Junction City High School.</p><p>While working as a switchboard operator at Fort Sill, Oklahoma, she met Jerry Skaggs on a blind double date. Although her roommate had hoped to date Jerry, he placed Virginia in the front seat, making her his date. They became engaged three months later, and after Jerry returned from serving overseas, they married at South Lindsey Baptist Church in Oklahoma City on May 23, 1959. Virginia was spoiled rotten by Jerry every day thereafter.</p><p>She was preceded in death by her beloved husband, Jerry; her sonin-law, Randy, whom she loved as if he were her own son; her parents; and two brothers, Glenn and Bobby.</p><p>Virginia leaves behind her two daughters, Susan Eden (and Trace) and Sharon McCuistian (and Trent); four grandchildren, Jacob Bodkin (and Rupal), Jordan Bodkin, Connor Ellis (and Lacey), and Molly Ellis (and Casey); and two great-granddaughters, Lilah Bodkin and Wren Ellis. She is also survived by her brother, Wayne, and several nieces and nephews.</p><p>A dynamic duo in both life and business, Virginia and Jerry owned several successful businesses in Hereford, Texas, and in their retirement, ran an antique store in Gorman, Texas, just to stay busy and enjoy their shared love of antiques. Virginia still owned a business in Hereford at the time of her passing.</p><p>Virginia devoted her life to her family and her faith. She instilled a deep Christian faith in her daughters and grandchildren, reminding them to trust in God through life's challenges. One cherished memory from her daughters' childhood was Easter weekends at the ranch, where she would teach the Easter story during a family outdoor church service.</p><p>Her quick wit and firm belief that everyone should stay informed and be able to defend their opinions made family dinner conversations lively and memorable. Virginia's philosophy of life can be summed up in one sentence: "Don't lose your looks over this!" Known by many names-Sweetheart, Mom, and Nene-Virginia aspired most to being called a Good and Faithful Servant. In her own writings, she expressed the wish that her life be remembered with the words: "I Know My Redeemer Lives." She will be deeply missed by her family, and fondly remembered for the whirlwind of fun and love that surrounded her life.</p><p>A private memorial service will be held at a later date.</p> ]]></content:encoded>

Interment followed at Oakwood Cemetery in Cisco. A visitation was held one hour prior to the service at 1:30 PM at The Woodbridge Church. Services under the direction of Edwards Funeral Home, Eastland.</p><p>Wanda died on Tuesday, June 2, 2026, at Ranger Care Center in Ranger.</p><p>She was born on March 6, 1949 in Lubbock to E.G. and Maud Morris. Growing up in Lubbock, TX, she was a graduate of Coronado High School. She moved to Cisco in the mid-1970s. Herrel Hallmark and Wanda Morris Pevey were married on May 1, 1980 in Cisco.</p><p>After moving to Cisco, Wanda worked for several businesses, including a couple of restaurants, Russell Newman and The Cisco Press. She and Herrel moved to Breckenridge where she worked for the Breckenridge American newspaper and a bank. They moved to Sweetwater and Lamesa where she worked in elder care homes in both cities, as well as a bank in Lamesa. Wanda was a Christian and loved the fellowship of her church family. She enjoyed being around people and loved being with her family especially the family road 52*</p><p>trips. She also, loved to sing. Pallbearers are; Lonnie Pevey, William Pevey, Dalton Pevey, Landon Pevey, Michael Moreno and Lonnie Moreno.</p><p>She was preceded in death by her parents, E.G. and Maud Morris; one sister, Patsy Terbush; and one half-brother, Hoover Robbins.</p><p>Survivors include her husband, Herrel of Cisco; four children, Lonnie and Dena Pevey of Cisco, Sherri Lynn Birkla of Abilene, William and Amy Pevey of Monahans and Teresa King of Ranger; ten grandchildren, Michael and Kim Moreno, Lonnie Moreno, Ashlyn Pevey, Dalton Pevey, A.J. Pevey, Christina Pevey, Elizabeth Pevey, Landon Pevey and Andrea King; one great-granddaughter, Kinsley Moreno; one brother, Allen and wife, Donna Morris of Lubbock; and, one sister-in-law, Margaret Hallmark of Cisco. She has several nieces and nephews who she adored and adore her. Memorial contributions may be made to The Ranger Care Center Activity Fund at 460 W.             <content:encoded><![CDATA[ <p>Ranger Lions Club was pleased to have Chief of Police Charlie Rodriguez as a guest speaker in May. Chief Rodriguez has served in law enforcement for 31 years and joined the Ranger Police Department about a year ago.</p><p>Among many other duties, Chief Rodriguez spoke about several measures being taken to increase community safety.</p><p>These includes working with RISD by showing more presence on campus and making sure the students get to school safely and working more with Ranger College regarding safety. Ranger PD is also involved with city code enforcement. Cleaning up the town helps protect the community from health and safety issues, he emphasized.</p><p>Chief Rodriguez was asked about ‘police quotas’</p><p>(police ticket and arrest quotas - mandatory numbers of citations an period).             <content:encoded><![CDATA[ <p><i><strong>June Friendship Meal Cisco</strong></i><br><i><strong>Happy Early Birthday America</strong></i></p><p>The Friendship Meal will be this coming Tuesday, June 16th, 2026.</p><p>The menu for June…Pot Roast, vegetables, salad, rolls &amp; dessert.&nbsp; Washed down with tea donated by Dairy Queen in Cisco and then our drawing for gift baskets put together by Wild Flower Florist in Cisco.&nbsp;</p><p>Join us from 6:00 to 7:00 p.m. at The Holy Rosary Catholic Church Hall, on the corner of 11<sup>th</sup> &amp; F.</p><p>Because of a kind donation from <strong>Cisco Strong</strong>, this coming year’s meals will be thanks to their generosity.</p><p>The meal is a food ministry project, run by parishioners of the Holy Rosary Catholic Church.&nbsp; It’s a home cooked meal and anyone from any community is invited for food and fellowship.&nbsp; We encourage families and individuals to attend.             <content:encoded><![CDATA[ <p>Eastland Tea Party Patriots welcome Stephanie Alexander and Melissa Bilby to speak on solar farms at our June 11, 2026, meeting.&nbsp; These two ladies have been standing against solar farms coming to Eastland County.&nbsp; Melissa&nbsp;and her husband of 34&nbsp;years own a family farm&nbsp;passed down through generations&nbsp;in Texas&nbsp;and have crops and cattle.&nbsp;</p><p>Stephanie and Melissa believe rural America is being targeted because rural areas are financially weaker; land values are lower; and they think rural areas have less&nbsp;education&nbsp;and it is easier to get contracts on our land.&nbsp; There are options for solar farms like parking garages, big commercial buildings like Amazon or&nbsp;Walmart&nbsp;but they choose rural America because it is cheaper.&nbsp; As a person living in Texas, where the sun&nbsp;beats down&nbsp;us, especially in the summer, I would love to park in the shade so put solar farms over our concrete or asphalt parking lots don’t block the sun from my land where I might have crops or livestock.&nbsp; Places that have solar farms do not get lower utility rates, so explain to me why I should allow a solar farm on my land.&nbsp; &nbsp;</p><p>Solar farms can change your property from agricultural to&nbsp;commercial&nbsp;which in turn can change your property tax to a more expensive bracket.&nbsp; Can contracts for solar farms be sold to another company?&nbsp; Who&nbsp;is responsible for&nbsp;infrastructure and&nbsp;damage.&nbsp; I heard when a tornado hit Indiana or Iowa last year, a solar farm was part of the&nbsp;damage.&nbsp; That community was asking who is responsible&nbsp;for cleaning&nbsp;up the solar farm and the shards of glass everywhere.&nbsp;</p><p>How does a solar farm affect&nbsp;the future of Eastland County?&nbsp; How will it affect community businesses?&nbsp; How will community leaders&nbsp;protect our local businesses?&nbsp; How will local&nbsp;salaries&nbsp;be affected and&nbsp;the local&nbsp;economy?&nbsp; &nbsp; &nbsp;</p><p>Please join us on Thursday, June 11<sup>th</sup>, at 6:30 PM in the Big Dam room at the Myrtle Wilks Community Center, 1498 IH-20 W, Cisco, Texas.&nbsp; Doors open at 6 PM.&nbsp; All&nbsp;are welcome.&nbsp;</p> ]]></content:encoded>

            <content:encoded><![CDATA[ <p><strong>Wanda Joyce Hallmark</strong></p><p><span style="font-size:0.85rem;">March 6, 1949 — June 2, 2026</span></p><p>Funeral services for Wanda Joyce Hallmark, 77, of Cisco, will be held on Sunday, June 7, 2026, at 2:30 PM at The Woodbridge Church in Ranger, officiated by Dustin Purvis. Interment will follow at Oakwood Cemetery in Cisco. A visitation will be held one hour prior to the service beginning at 1:30 PM at The Woodbridge Church. Services are under the direction of Edwards Funeral Home Eastland.</p><p>Wanda died on Tuesday, June 2, 2026, at Ranger Care Center in Ranger.</p><p>She was born on March 6, 1949 in Lubbock to E.G. and Maud Morris. Growing up in Lubbock, TX, she was a graduate of Coronado High School. She moved to Cisco in the mid-1970s. Herrel Hallmark and Wanda Morris Pevey were married on May 1, 1980 in Cisco.</p><p>After moving to Cisco, Wanda worked for several businesses, including a couple of restaurants, Russell Newman and The Cisco Press. She and Herrel moved to Breckenridge where she worked for the Breckenridge American newspaper and a bank. They moved to Sweetwater and Lamesa where she worked in elder care homes in both cities, as well as a bank in Lamesa.<br><br>Wanda was a Christian and loved the fellowship of her church family. She enjoyed being around people and loved being with her family especially the family road trips. She also, loved to sing.<br><br>Pallbearers are; Lonnie Pevey, William Pevey, Dalton Pevey, Landon Pevey, Michael Moreno and Lonnie Moreno.</p><p>She was preceded in death by her parents, E.G. and Maud Morris; one sister, Patsy Terbush; and one half-brother, Hoover Robbins.</p><p>Survivors include her husband, Herrel of Cisco; four children, Lonnie and Dena Pevey of Cisco, Sherri Lynn Birkla of Abilene, William and Amy Pevey of Monahans and Teresa King of Ranger; ten grandchildren, Michael and Kim Moreno, Lonnie Moreno, Ashlyn Pevey, Dalton Pevey, A.J. Pevey, Christina Pevey, Elizabeth Pevey, Landon Pevey and Andrea King; one great-granddaughter, Kinsley Moreno; one brother, Allen and wife, Donna Morris of Lubbock; and, one sister-in-law, Margaret Hallmark of Cisco. She has several nieces and nephews who she adored and adore her.<br><br>Memorial contributions may be made to The Ranger Care Center Activity Fund at 460 W.
